RDS per User CAL on Server 2019 Workstation

Question

Just wanted to ask if any of you had run into this problem. For years we deployed Windows server 2016 with RDS pr User CALs like this:

But as stated here, it doesn't seem to be supported. - " We can use ONLY Per Device CALs in a workgroup environment.  So, you should install only Per Device CALs on RDS licensing server"

When Setting up on Windows server 2019 the users get an Remote Desktop License Issue error, as descried here:

Anyone have a workaround?

Per Device - CALs can be tracked regardless of Active Directory membership.

Per User - CALs cannot be tracked within a workgroup.
